The Log Files dialog is accessed by clicking on 'Log Files' on the 'Window' menu. It lists all stored log files for the application as a whole and for the current project, if any. Log files which relate to the application as a whole have 'System in the second column. Log files which relate to the current project only have 'Project' in the second column.
Log files are only generated in exceptional circumstances. A project may not have any log files. A project log file might be generated if, for example, you create a new project and import a GEDCOM file into it which contains errors. One or two log files (usually two) will be created in this case, which will record all errors that were found in the GEDCOM file, and all subsequent corrections that were made to fix the errors.
